- (1741–90)Monarch.Joseph was Holy Roman Emperor from 1765. He pursued a policy of state control for the Church with the aim of ‘rationalising’ society through an ‘enlightened’ programme of centralisation. The policy was first instituted in 1767; it included religious toleration for all, the restriction of the powers of the Pope within the Austrian Empire and the right of the secular government to correct ecclesiastical abuse. The most important measures included the Law of Toleration of 1781, the suppression of several religious orders, the introduction of a new form of ‘rationalist’ censorship and the obligation of Bishops to swear loyalty to the State.
